मोगा। नगर निगम में कमिश्नर पद की अतिरिक्त जिम्मेदारी संभाल रहे आईएएस अधिकारी जसपिंदर सिंह ने बिल्डिंग ब्रांच के कामकाज में सुधार लाने के लिए ब्रांच में बड़ा फेरबदल किया है। बिल्डिंग ब्रांच के इंस्पेक्टर संदीप सिंह व बलकरन सिंह से बिल्डिंग इंस्पेक्टर का काम छीनकर उन्हें दूसरे कामों में लगाया गया है। शहर से सबसे ज्यादा शिकायतें फील्ड से आ रही थीं, जहां बिल्डिंग ब्रांच के इंस्पेक्टर सीधे जनता के संपर्क में रहते हैं।
गौरतलब है कि निगम कमिश्नर को लंबे समय से शिकायतें मिल रही थीं कि शहर में बड़ी संख्या में नियमों के खिलाफ बिल्डिंग बन रही हैं, उनके नक्शे व सीएलयू की मंजूरी में कई तथ्यों को छिपाया जा रहा है, फील्ड में जाने वाले इंस्पेक्टर सही रिपोर्ट नहीं कर रहे हैं। यही वजह है कि नक्शा मंजूरी व सीएलयू आदि की तमाम फाइलें उनके स्तर पर लंबित चल रही थीं। कमिश्नर जसपिंदर सिंह ने सभी लंबित फाइलों पर आपत्ति आदि लगाकर सभी फाइलों को एक बार निपटारा कर दिया है, साथ ही ब्रांच में बड़े स्तर पर फेरबदल कर दिया है। चार जोन में बंटे शहर में जोन ए व सी में नक्शा मंजूरी आदि के लिए एटीपी की जिम्मेदारी दमनप्रीत सिंह को सौंपी है, जबकि जोन बी व डी की जिम्मेदारी विभाग में नव नियुक्त एटीपी सुखराज सिंह को दी गई है।
निगम की बिल्डिंग ब्रांच में ये आदेश 7 अप्रैल से लागू हो गये हैं।
निगम कमिश्नर कोटकपूरारोड के दोनों किनारे बड़ी संख्या में नियमों को ताक पर रखकर बन रहीं बिल्डिंगों को लेकर काफी नाराज हैं, उन्होंने इन बिल्डिंगों को चिन्हिंत कर खुद वहां की जांच करने की रणनीति तैयार की है, ताकि उनके खिलाफ कार्रवाई के लिए सख्त रुख अपनाया जा सके।
बिल्डिंग ब्रांच में किये गये फेरबदल के अनुसार एटीपी सतिंदर कुमार को एटीपी हैड क्वार्टर, सुखराज सिंह को सहायक टाउन प्लानर शाखा के साथ संबंधित जोन बी व डी का काम देखेंगे। सहायक आर्किटेक्ट सर्बजीत कौर की प्रधानमंत्री शहरी आवास योजना का काम देखेंगी। इस ब्रांच का काम अब काफी सराहनीय रहा है। हैड ड्राफ्टमैन दमनप्रीत सिंह को शाखा से संबंधित ए व सी जोन का काम देखेंगे। हैड ड्राफ्ट मैन बलकरण सिंह अब शाखा जोन सी व डी का काम बतौर ड्राफ्टमैन देखेंगे। संदीप सिंह हैड ड्राफ्टेमैन बिल्डिंग शाखा से संबंधित जोन ए व बी काम देखेंगे. पहले ये बिल्डिंग इंस्पेक्टर के काम देख रहे थे, उसे छीनकर नई जिम्मेदारी दी गई है। ड्राफ्ट मैन कम बिल्डिंग इंस्पेक्टर कुलविंदर सिंह अब बिल्डिंग इंस्पेक्टर के रूप में सभी जोन का देखेंगे। वे प्लानिंग चालान जारी करने व कार्रवाई करते हुए संबंधित एटीपी को रिपोर्ट करेंगे।

ਕਾਰਪੋਰੇਸ਼ਨ ਕਮਿਸ਼ਨਰ ਕੋਟਕਪੂਰਾ ਰੋਡ ਦੇ ਦੋਵੇਂ ਪਾਸੇ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਦੇ ਹੋਏ ਵੱਡੀ ਗਿਣਤੀ ਵਿੱਚ ਇਮਾਰਤਾਂ ਬਣੀਆਂ ਹੋਣ ਤੋਂ ਨਾਰਾਜ਼ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਇਨ੍ਹਾਂ ਇਮਾਰਤਾਂ ਦੀ ਪਛਾਣ ਕਰਨ ਅਤੇ ਉਨ੍ਹਾਂ ਦਾ ਨਿੱਜੀ ਤੌਰ ‘ਤੇ ਨਿਰੀਖਣ ਕਰਨ ਦੀ ਰਣਨੀਤੀ ਤਿਆਰ ਕੀਤੀ ਹੈ, ਤਾਂ ਜੋ ਉਨ੍ਹਾਂ ਵਿਰੁੱਧ ਸਖ਼ਤ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਸਕੇ।

Moga. IAS officer Jaspinder Singh, who holds the additional charge of Municipal Corporation Commissioner, has initiated a major reshuffle within the Building Branch to streamline its operations. The duties of Building Inspectors Sandeep Singh and Balkaran Singh have been withdrawn, and they have been reassigned to other tasks. The majority of complaints received from the city were originating from the field—the area where Building Branch inspectors interact directly with the public.
It is noteworthy that the Municipal Commissioner had been receiving complaints for a considerable time alleging that a large number of buildings were being constructed in the city in blatant violation of regulations. Furthermore, it was alleged that crucial facts were being concealed during the approval process for building plans and Change of Land Use (CLU) permissions, and that inspectors conducting field visits were failing to submit accurate reports. Consequently, numerous files pertaining to plan approvals, CLU permissions, and similar matters had remained pending at the Commissioner’s level. Commissioner Jaspinder Singh has now cleared the entire backlog of pending files—resolving them by raising objections or taking appropriate action where necessary—and has simultaneously implemented a major reshuffle within the branch. In the city, which is divided into four zones, the responsibility for plan approvals and related matters in Zones A and C has been entrusted to ATP Damanpreet Singh, while the charge for Zones B and D has been assigned to Sukhraj Singh, a newly appointed ATP within the department.
These orders regarding the Municipal Corporation’s Building Branch came into effect on April 7.
The Municipal Commissioner is deeply displeased regarding the large number of buildings being constructed on both sides of Kotkapura Road in complete disregard of established regulations. He has devised a strategy to identify these structures and personally inspect the sites, with the aim of adopting a strict stance to initiate punitive action against the violators. According to the reshuffle implemented within the Building Branch, ATP Satinder Kumar has been assigned to ATP Headquarters, while Sukhraj Singh will oversee the work related to Zones B and D, in addition to his duties at the Assistant Town Planner branch. Assistant Architect Sarabjit Kaur will oversee the work pertaining to the Pradhan Mantri Awas Yojana (Urban). The performance of this branch has been highly commendable of late. Head Draftsman Damanpreet Singh will oversee the work related to Zones A and C within the branch. Head Draftsman Balkaran Singh will now handle the work for Zones C and D in the capacity of a Draftsman. Head Draftsman Sandeep Singh will oversee the work related to Zones A and B within the Building Branch; previously, he was handling the duties of a Building Inspector—a responsibility that has now been reassigned to make way for his new role. Draftsman-cum-Building Inspector Kulwinder Singh will now serve as the Building Inspector for all zones. He will be responsible for issuing planning challans and initiating necessary actions, reporting his activities to the respective ATPs.
