मोगा। कांग्रेस के वरिष्ठ नेता एवं इंप्रूवमेंट ट्रस्ट के पूर्व अध्यक्ष विनोद बंसल की पहल पर आयोजित बैठक में पार्टी के पुराने टकसाली और नए नेताओं ने एकजुट होकर संकल्प लिया कि इस समय व्यक्तिगत उम्मीदवारी के दावों को छोड़कर संगठन को मजबूत करना ही प्राथमिकता होनी चाहिए।
बैठक में मौजूद पंजाब सरकार की पूर्व स्वास्थ्य एवं परिवार कल्याण मंत्री डॉ. मालती थापर ने कहा कि वर्ष 2027 के विधानसभा चुनाव में मोगा से जिसे भी पार्टी टिकट दे, वह एक समर्पित कांग्रेसी कार्यकर्ता होना चाहिए। उन्होंने जोर देकर कहा कि टिकट ऐसे व्यक्ति को मिले जिसने जमीनी स्तर से पार्टी की सेवा की हो और लगातार संगठन के साथ जुड़ा रहा हो। “पैराशूट उम्मीदवार” पार्टी की हार का बड़ा कारण बनते हैं, इसलिए ऐसे प्रयोगों से बचना चाहिए। ऐसे प्रत्याशी को टिकट देना जो पार्टी का प्राथमिक सदस्य भी ना हो हार का कारण बन जाते हैं।
डॉ. थापर ने कहा कि किसी भी संगठन की मजबूती उसकी जड़ों में होती है। यदि जड़ों को कमजोर किया जाता है तो उसका नुकसान पूरे संगठन को उठाना पड़ता है। उन्होंने कहा कि इस बैठक का मुख्य उद्देश्य पुराने और नए नेताओं को एक मंच पर लाकर कांग्रेस संगठन को मजबूत करना, निष्क्रिय कार्यकर्ताओं को फिर से सक्रिय करना और पार्टी की विचारधारा को जन-जन तक पहुंचाना है। डॉ मालती ने यह भी कहा कि 2027 में उम्मीदवार कौन होगा, यह निर्णय पार्टी नेतृत्व पर छोड़ देना चाहिए, लेकिन यह अपेक्षा जरूर है कि उम्मीदवार एक अनुभवी और समर्पित कांग्रेसी कार्यकर्ता हो।
इंप्रूवमेंट ट्रस्ट के पूर्व अध्यक्ष विनोद बंसल ने मोगा विधानसभा क्षेत्र का सियासी गणित मीटिंग में रखते हुए बताया कि साल 2017 में जिस समय पंजाब में आम आदमी पार्टी की लहर थी उस समय आम आदमी पार्टी के प्रत्याशी को 50000 वोट मिले थे और कांग्रेस ने 51765 वोट लेकर जीत हासिल की थी, साल 2022 में फिर से आम आदमी पार्टी की जब लहर बहुत बड़ी थी तब उसका प्रत्याशी 58000 वोट लेकर जीता था उसके सिर्फ 8000 वोट बड़े थे, लेकिन कांग्रेस प्रत्याशी 38000 वोट हासिल कर सका था। उन्हें कांग्रेस पार्टी का नेतृत्व इसलिए लेकर आया था कि आम आदमी पार्टी की लहर को खत्म कर सके हुआ उल्टा। यानी कांग्रेस के वोट लगभग 14000 कम हो गए थे, बाद में हुए लोकसभा चुनाव में कांग्रेस प्रत्याशी को मोगा विधानसभा क्षेत्र से सिर्फ 18000 वोट मिले थे। यानी लोकसभा चुनाव में 20000 वोट और कम हो गए थे, भाजपा जो अकेले दम पर चुनाव लड़ रही थी उसका प्रत्याशी 26000 वोट लेने में कामयाब रहा था,यानी लोकसभा चुनाव में कांग्रेस के लिए एक बहुत बड़ी वोटों की गिरावट थी। इसी गिरावट को दूर करने के लिए पार्टी में एक संतुलन बैठाने पर गंभीर चिंतन करते हुए पार्टी रणनीति बनाएगी तभी सही मायने में कांग्रेस फिर से अपनी पहचान हासिल कर सकेगी। ब्लॉक समिति और पंचायत के चुनाव लोकसभा और विधानसभा चुनाव का पैरामीटर नहीं हो सकते हैं, यह छोटे चुनाव होते हैं वहां स्थानीय मुद्दे और स्थानीय लोग ज्यादा प्रभाव डालते हैं।
विनोद बंसल ने कहा कि उनके द्वारा शुरू किया गया जनसंपर्क अभियान भी इसी उद्देश्य से चलाया जा रहा है, ताकि पुराने और नए सभी कार्यकर्ताओं को एक सूत्र में पिरोकर एक मजबूत संगठन तैयार किया जा सके। उन्होंने कहा कि टिकट मांगना हर जमीनी कार्यकर्ता का अधिकार है, लेकिन जिसे भी टिकट मिले, सभी को एकजुट होकर उसका समर्थन करना चाहिए—यही आज की बैठक का संकल्प है।
कांग्रेस के पूर्व जिला अध्यक्ष कर्नल बाबू सिंह ने भी एकजुटता पर बल देते हुए कहा कि पार्टी को जनता की आवाज बनकर काम करना चाहिए। उन्होंने स्पष्ट कहा कि आपराधिक पृष्ठभूमि या नशा तस्करी से जुड़े लोगों को राजनीति में स्थान नहीं मिलना चाहिए। यदि हर नेता संगठन को मजबूत करने के लिए कार्य करेगा, तो निश्चित रूप से कांग्रेस को सफलता मिलेगी। उन्होंने कहा कि टिकट किसी एक को मिलेगी, लेकिन चुनाव के समय पूरा संगठन मिलकर उसके समर्थन में खड़ा होगा।
बैठक में वरिष्ठ कांग्रेसी नेता जगरूप सिंह तख्तूपुरा,लाभ सिंह अहलूवालिया और पूर्व अध्यक्ष परमपाल सिंह तख्तूपुरा,युवा तेवर विक्की सरपंच की उपस्थिति इस बात का संकेत थी कि पार्टी के टकसाली नेता एक बार फिर एकजुट हो रहे हैं। सभी नेताओं ने एक स्वर में कहा कि वर्तमान समय में आपसी प्रतिस्पर्धा छोड़कर कांग्रेस को मजबूत करना ही सबसे बड़ा लक्ष्य होना चाहिए, तभी पार्टी दोबारा जनता की पहली पसंद बन सकेगी।

ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਸਾਬਕਾ ਸਿਹਤ ਅਤੇ ਪਰਿਵਾਰ ਭਲਾਈ ਮੰਤਰੀ ਡਾ. ਮਾਲਤੀ ਥਾਪਰ, ਜੋ ਮੀਟਿੰਗ ਵਿੱਚ ਮੌਜੂਦ ਸਨ, ਨੇ ਕਿਹਾ ਕਿ ਪਾਰਟੀ 2027 ਦੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਮੋਗਾ ਤੋਂ ਜਿਸ ਨੂੰ ਵੀ ਟਿਕਟ ਦੇਵੇਗੀ, ਉਹ ਇੱਕ ਸਮਰਪਿਤ ਕਾਂਗਰਸੀ ਵਰਕਰ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਉਨ੍ਹਾਂ ਜ਼ੋਰ ਦੇ ਕੇ ਕਿਹਾ ਕਿ ਟਿਕਟ ਕਿਸੇ ਅਜਿਹੇ ਵਿਅਕਤੀ ਨੂੰ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ ਜਿਸਨੇ ਜ਼ਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਪਾਰਟੀ ਦੀ ਸੇਵਾ ਕੀਤੀ ਹੋਵੇ ਅਤੇ ਲਗਾਤਾਰ ਸੰਗਠਨ ਨਾਲ ਜੁੜਿਆ ਰਿਹਾ ਹੋਵੇ। “ਪੈਰਾਸ਼ੂਟ ਉਮੀਦਵਾਰ” ਕਿਸੇ ਪਾਰਟੀ ਦੀ ਹਾਰ ਦਾ ਇੱਕ ਵੱਡਾ ਕਾਰਨ ਹੁੰਦੇ ਹਨ, ਇਸ ਲਈ ਅਜਿਹੇ ਪ੍ਰਯੋਗਾਂ ਤੋਂ ਬਚਣਾ ਚਾਹੀਦਾ ਹੈ। ਕਿਸੇ ਅਜਿਹੇ ਉਮੀਦਵਾਰ ਨੂੰ ਟਿਕਟ ਦੇਣਾ ਜੋ ਪਾਰਟੀ ਦਾ ਪ੍ਰਾਇਮਰੀ ਮੈਂਬਰ ਵੀ ਨਹੀਂ ਹੈ, ਹਾਰ ਦਾ ਕਾਰਨ ਬਣ ਸਕਦਾ ਹੈ।
ਡਾ. ਥਾਪਰ ਨੇ ਕਿਹਾ ਕਿ ਕਿਸੇ ਵੀ ਸੰਗਠਨ ਦੀ ਤਾਕਤ ਉਸਦੀਆਂ ਜੜ੍ਹਾਂ ਵਿੱਚ ਹੁੰਦੀ ਹੈ। ਜੇਕਰ ਜੜ੍ਹਾਂ ਕਮਜ਼ੋਰ ਹੋ ਜਾਂਦੀਆਂ ਹਨ, ਤਾਂ ਪੂਰੇ ਸੰਗਠਨ ਨੂੰ ਨੁਕਸਾਨ ਹੁੰਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਇਸ ਮੀਟਿੰਗ ਦਾ ਮੁੱਖ ਉਦੇਸ਼ ਪੁਰਾਣੇ ਅਤੇ ਨਵੇਂ ਨੇਤਾਵਾਂ ਨੂੰ ਇਕੱਠਾ ਕਰਕੇ, ਨਿਸ਼ਕਿਰਿਆ ਵਰਕਰਾਂ ਨੂੰ ਮੁੜ ਸਰਗਰਮ ਕਰਕੇ ਅਤੇ ਪਾਰਟੀ ਦੀ ਵਿਚਾਰਧਾਰਾ ਨੂੰ ਜਨਤਾ ਤੱਕ ਪਹੁੰਚਾ ਕੇ ਕਾਂਗਰਸ ਸੰਗਠਨ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨਾ ਹੈ। ਡਾ. ਮਾਲਤੀ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਕਿ 2027 ਵਿੱਚ ਉਮੀਦਵਾਰ ਕੌਣ ਹੋਵੇਗਾ, ਇਸ ਬਾਰੇ ਫੈਸਲਾ ਪਾਰਟੀ ਲੀਡਰਸ਼ਿਪ ‘ਤੇ ਛੱਡ ਦਿੱਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ, ਪਰ ਇਹ ਉਮੀਦ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਕਿ ਉਮੀਦਵਾਰ ਇੱਕ ਤਜਰਬੇਕਾਰ ਅਤੇ ਸਮਰਪਿਤ ਕਾਂਗਰਸੀ ਵਰਕਰ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ।
ਇੰਪਰੂਵਮੈਂਟ ਟਰੱਸਟ ਦੇ ਸਾਬਕਾ ਪ੍ਰਧਾਨ ਵਿਨੋਦ ਬਾਂਸਲ ਨੇ ਮੀਟਿੰਗ ਵਿੱਚ ਮੋਗਾ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਦੇ ਰਾਜਨੀਤਿਕ ਹਿਸਾਬ-ਕਿਤਾਬ ਪੇਸ਼ ਕਰਦੇ ਹੋਏ ਦੱਸਿਆ ਕਿ 2017 ਵਿੱਚ, ਜਦੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਲਹਿਰ ਪੰਜਾਬ ਵਿੱਚ ਹੂੰਝਾ ਫੇਰ ਰਹੀ ਸੀ, ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਉਮੀਦਵਾਰ ਨੂੰ 50,000 ਵੋਟਾਂ ਮਿਲੀਆਂ ਸਨ, ਜਦੋਂ ਕਿ ਕਾਂਗਰਸ 51,765 ਵੋਟਾਂ ਨਾਲ ਜਿੱਤੀ ਸੀ। 2022 ਵਿੱਚ, ਜਦੋਂ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਲਹਿਰ ਮਜ਼ਬੂਤ ਸੀ, ਤਾਂ ਇਸਦੇ ਉਮੀਦਵਾਰ ਨੇ 58,000 ਵੋਟਾਂ ਨਾਲ ਜਿੱਤ ਪ੍ਰਾਪਤ ਕੀਤੀ, ਜੋ ਕਿ ਕਾਂਗਰਸ ਉਮੀਦਵਾਰ ਤੋਂ ਸਿਰਫ਼ 8,000 ਵੋਟਾਂ ਅੱਗੇ ਸੀ, ਪਰ ਕਾਂਗਰਸ ਉਮੀਦਵਾਰ ਨੇ 38,000 ਵੋਟਾਂ ਪ੍ਰਾਪਤ ਕੀਤੀਆਂ। ਕਾਂਗਰਸ ਲੀਡਰਸ਼ਿਪ ਨੇ ਉਸਨੂੰ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਲਹਿਰ ਦਾ ਮੁਕਾਬਲਾ ਕਰਨ ਲਈ ਲਿਆਂਦਾ ਸੀ, ਪਰ ਹੋਇਆ ਉਲਟ। ਇਸਦਾ ਮਤਲਬ ਹੈ ਕਿ ਕਾਂਗਰਸ ਦਾ ਵੋਟ ਸ਼ੇਅਰ ਲਗਭਗ 14,000 ਵੋਟਾਂ ਘੱਟ ਗਿਆ। ਬਾਅਦ ਦੀਆਂ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ, ਕਾਂਗਰਸ ਉਮੀਦਵਾਰ ਨੂੰ ਮੋਗਾ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਤੋਂ ਸਿਰਫ਼ 18,000 ਵੋਟਾਂ ਹੀ ਮਿਲੀਆਂ। ਇਸਦਾ ਮਤਲਬ ਹੈ ਕਿ ਲੋਕ ਸਭਾ ਚੋਣ ਨਤੀਜੇ 20,000 ਵੋਟਾਂ ਘੱਟ ਗਏ। ਭਾਜਪਾ, ਜੋ ਇਕੱਲੇ ਚੋਣਾਂ ਲੜ ਰਹੀ ਸੀ, 26,000 ਵੋਟਾਂ ਪ੍ਰਾਪਤ ਕਰਨ ਵਿੱਚ ਕਾਮਯਾਬ ਰਹੀ, ਜੋ ਕਿ ਲੋਕ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਕਾਂਗਰਸ ਲਈ ਇੱਕ ਮਹੱਤਵਪੂਰਨ ਵੋਟ ਗਿਰਾਵਟ ਸੀ। ਇਸ ਗਿਰਾਵਟ ਨੂੰ ਹੱਲ ਕਰਨ ਲਈ, ਪਾਰਟੀ ਨੂੰ ਗੰਭੀਰਤਾ ਨਾਲ ਵਿਚਾਰ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਅਤੇ ਪਾਰਟੀ ਦੇ ਅੰਦਰ ਸੰਤੁਲਨ ਬਹਾਲ ਕਰਨ ਲਈ ਰਣਨੀਤੀ ਤਿਆਰ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਕੇਵਲ ਤਦ ਹੀ ਕਾਂਗਰਸ ਸੱਚਮੁੱਚ ਆਪਣੀ ਪਛਾਣ ਮੁੜ ਪ੍ਰਾਪਤ ਕਰ ਸਕੇਗੀ। ਬਲਾਕ ਕਮੇਟੀ ਅਤੇ ਪੰਚਾਇਤ ਚੋਣਾਂ ਲੋਕ ਸਭਾ ਅਤੇ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਲਈ ਇੱਕ ਮਾਪਦੰਡ ਨਹੀਂ ਹੋ ਸਕਦੀਆਂ; ਇਹ ਛੋਟੀਆਂ ਚੋਣਾਂ ਹਨ ਜਿੱਥੇ ਸਥਾਨਕ ਮੁੱਦੇ ਅਤੇ ਸਥਾਨਕ ਲੋਕਾਂ ਦਾ ਵਧੇਰੇ ਪ੍ਰਭਾਵ ਹੁੰਦਾ ਹੈ।
ਵਿਨੋਦ ਬਾਂਸਲ ਨੇ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਜਨਸੰਪਰਕ ਮੁਹਿੰਮ ਵੀ ਇਸ ਉਦੇਸ਼ ਨਾਲ ਚਲਾਈ ਜਾ ਰਹੀ ਹੈ: ਸਾਰੇ ਵਰਕਰਾਂ, ਪੁਰਾਣੇ ਅਤੇ ਨਵੇਂ, ਨੂੰ ਇੱਕਜੁੱਟ ਕਰਨਾ ਅਤੇ ਇੱਕ ਮਜ਼ਬੂਤ ਸੰਗਠਨ ਬਣਾਉਣਾ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਟਿਕਟ ਮੰਗਣਾ ਹਰ ਜ਼ਮੀਨੀ ਪੱਧਰ ਦੇ ਵਰਕਰ ਦਾ ਅਧਿਕਾਰ ਹੈ, ਪਰ ਜਿਸ ਨੂੰ ਵੀ ਟਿਕਟ ਮਿਲਦੀ ਹੈ, ਸਾਰਿਆਂ ਨੂੰ ਇੱਕਜੁੱਟ ਹੋ ਕੇ ਉਨ੍ਹਾਂ ਦਾ ਸਮਰਥਨ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ – ਇਹ ਅੱਜ ਦੀ ਮੀਟਿੰਗ ਦਾ ਮਤਾ ਹੈ।

In a meeting convened at the initiative of senior Congress leader and former Chairman of the Improvement Trust, Vinod Bansal, the party’s veteran stalwarts and newer leaders united to pledge that, at this juncture, strengthening the organization—rather than pursuing individual claims for candidacy—must be the absolute priority.
Present at the meeting, Dr. Malti Thapar—former Minister of Health and Family Welfare in the Punjab government—stated that whoever is awarded the party ticket from Moga for the 2027 Assembly elections must be a dedicated Congress worker. She emphasized that the ticket should be granted to an individual who has served the party from the grassroots level and has remained consistently engaged with the organization. “Parachute candidates”—outsiders dropped in from above—often prove to be a major cause of the party’s defeat; therefore, such experiments should be strictly avoided. Granting a ticket to a candidate who is not even a primary member of the party inevitably leads to defeat.
Dr. Thapar remarked that the strength of any organization lies in its roots. If the roots are weakened, the entire organization is compelled to bear the consequences. She stated that the primary objective of this meeting is to bring together veteran and new leaders on a common platform to strengthen the Congress organization, to re-energize dormant party workers, and to disseminate the party’s ideology to every section of the populace. Dr. Malti further added that the decision regarding who will be the candidate in 2027 should be left to the party leadership; however, there is a definite expectation that the chosen candidate be an experienced and dedicated Congress worker. Presenting the political dynamics of the Moga Assembly constituency during the meeting, Vinod Bansal—the former Chairman of the Improvement Trust—pointed out that in 2017, when the Aam Aadmi Party (AAP) wave was sweeping across Punjab, the AAP candidate secured 50,000 votes, while the Congress party achieved victory with 51,765 votes. In 2022, when the AAP wave was even more formidable, its candidate won with 58,000 votes—an increase of merely 8,000 votes—whereas the Congress candidate managed to secure only 38,000 votes. The Congress leadership had brought him in specifically to counter and neutralize the AAP wave; however, the exact opposite occurred. In other words, Congress’s vote tally dropped by approximately 14,000 votes. Subsequently, in the Lok Sabha elections, the Congress candidate received a mere 18,000 votes from the Moga Assembly segment. This signified a further decline of 20,000 votes during the Lok Sabha polls. In contrast, the BJP—contesting the election independently—saw its candidate successfully secure 26,000 votes; thus, the Lok Sabha election marked a massive decline in votes for the Congress party. To rectify this downward trend, the party must engage in serious deliberation to establish internal equilibrium and formulate a strategic plan; only then can Congress truly reclaim its identity. Block Committee and Panchayat elections cannot serve as a reliable yardstick for Lok Sabha and Assembly elections, as these are smaller-scale polls where local issues and local personalities exert a far greater influence.
Vinod Bansal stated that the public outreach campaign initiated by him is being conducted with this very objective in mind: to weave together all party workers—both veterans and newcomers—into a cohesive unit, thereby forging a robust organizational structure. He asserted that seeking a party ticket is the inherent right of every grassroots worker; however, regardless of who ultimately receives the nomination, everyone must unite to extend their full support to that candidate—this, he declared, is the collective resolution of today’s meeting.
Colonel Babu Singh, the former District President of the Congress party, also emphasized the importance of unity, stating that the party must function as the authentic voice of the people. He unequivocally declared that individuals with criminal backgrounds or those implicated in drug trafficking should be accorded no place within the realm of politics. If every leader works towards strengthening the organization, the Congress party is bound to achieve success. He stated that while the election ticket will ultimately be awarded to a single individual, the entire organization will stand united in support of that candidate during the elections.
The presence at the meeting of senior Congress leaders—such as Jagroop Singh Takhtupura, Labh Singh Ahluwalia, and former President Parmpal Singh Takhtupura—along with the spirited youth leader Vicky Sarpanch, signaled that the party’s veteran leaders are once again uniting their ranks. Speaking in unison, all the leaders affirmed that, in the current scenario, setting aside mutual rivalries to focus on strengthening the Congress must be the paramount objective; only then can the party once again emerge as the public’s first choice.
