मोगा। शहर की घनी आबादी वाले क्षेत्र अहाता बदन सिंह में एक स्कूल की बिल्डिंग में बिना सीएलयू कॉलोनी विकसित कर दी, सड़क बन चुकी है, सीवरेज के हौद बना दिये हैं, लेकिन उसका कनेक्शन नगर निगम के सीवरेज से ही रखा है, नगर निगम की टीम को सूचना मिलने के बाद
निगम की टीम ने मौके पर पहुंचकर काम रुकवा दिया, साथ ही नोटिस जारी कर कॉलोनी की मंजूरी से संबंधित डॉक्यूमेंट मांगे हैं।
अहादा बदन सिंह में बिस्किट फैक्ट्री के निकट जहां कॉलोनी विकसित की जा रही है, वहां दो दशक पहले एक स्कूल चलता था, धीरे धीर स्कूल बंद हो गया, स्कूल की बिल्डिंग को एक व्यक्ति ने खरीदकर नगर निगम से कॉलोनी के लिए मंजूरी लिए बिना ही वहां पर कॉलोनी विकसित करना शुरू कर दिया था। एक दिन पहले ही निगम ने दोसांझ रोड स्थित नानक नगरी व जालंधर बरनाला हाईवे पर भी दो अवैध कॉलोनियों का का काम रोक कर नोटिस जारी किया था।
ये भी संदेह के घेरे में
परवाना नगर में एक बालबाड़ी केन्द्र संचालित किया जा रहा था. केन्द्र की बिल्डिंग का मोगा जब फरीदकोट जिले के अधीन था, तब फरीदकोट के डीसी आईएएस गुरबचन सिंह ने इस बिल्डिंग का उद्घाटन किया था, आज भी ये बोर्ड बिल्डिंग के बाहर लगा है, लेकिन बिल्डिंग के अंदर
आवासीय निर्माण चल रहा है, इसके लिए बिल्डिंग के अंदर बालबाड़ी में लगे दर्जनों हरे पौधों को भी खत्म किया जा चुका है। वहां पर नींव भरी जा रही है।
क्या है कॉलोनी बसाने के कानून
पंजाब अपार्टमेंट एंड प्रोपर्टी रेगूलेशन एक्ट 1995,
पंजाब रीजनल एंड टाउन प्लानिंग एक्ट 1995, म्युनिसपल कॉरपोरेशन बिल्डिंग बाय लॉज के अनुसार
कॉलोनी बसाने से पहले सीएलयू कराना जरूरी है, नियमों के अनुसार स्कूल, कृषि व अन्य उपयोग वाली जमीन पर कॉलोनी बनाने के लिए सीएलयू चेंज आफ लैंड यूज कराना जरूरी होता है।
पूरी कॉलोनी का नक्शा जिसमें रोड्स, पार्क्स, सीवर आदि पास होने चाहिए।
डेवलपर को सरकार से लाइसेंस लेना पड़ता है।
सड़क, पानी, सीवरेज, बिजली की योजना मंजूर होना जरूरी है।

ਅਹਾਡਾ ਬਦਨ ਸਿੰਘ ਵਿੱਚ ਬਿਸਕੁਟ ਫੈਕਟਰੀ ਦੇ ਨੇੜੇ, ਜਿੱਥੇ ਕਲੋਨੀ ਵਿਕਸਤ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ, ਦੋ ਦਹਾਕੇ ਪਹਿਲਾਂ ਇੱਕ ਸਕੂਲ ਚਲਦਾ ਸੀ। ਹੌਲੀ-ਹੌਲੀ, ਸਕੂਲ ਬੰਦ ਹੋ ਗਿਆ। ਇੱਕ ਵਿਅਕਤੀ ਨੇ ਸਕੂਲ ਦੀ ਇਮਾਰਤ ਖਰੀਦ ਲਈ ਅਤੇ ਨਗਰ ਨਿਗਮ ਤੋਂ ਪ੍ਰਵਾਨਗੀ ਲਏ ਬਿਨਾਂ ਉੱਥੇ ਕਲੋਨੀ ਵਿਕਸਤ ਕਰਨੀ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ। ਇੱਕ ਦਿਨ ਪਹਿਲਾਂ ਹੀ, ਨਿਗਮ ਨੇ ਦੁਸਾਂਝ ਰੋਡ ‘ਤੇ ਨਾਨਕ ਨਗਰੀ ਅਤੇ ਜਲੰਧਰ-ਬਰਨਾਲਾ ਹਾਈਵੇਅ ‘ਤੇ ਦੋ ਗੈਰ-ਕਾਨੂੰਨੀ ਕਲੋਨੀਆਂ ਨੂੰ ਨੋਟਿਸ ਜਾਰੀ ਕੀਤੇ ਸਨ, ਜਿਸ ਨਾਲ ਉਸਾਰੀ ਰੋਕ ਦਿੱਤੀ ਗਈ ਸੀ।

Moga. In Ahata Badan Singh—a densely populated area of the city—a residential colony was being developed within a former school building without the requisite Change of Land Use (CLU) clearance. Roads have already been laid, and sewage manholes have been constructed, though they remain connected to the Municipal Corporation’s existing sewage network. Upon receiving information regarding this activity, a team from the Municipal Corporation visited the site, halted the ongoing work, and issued a formal notice demanding documents pertaining to the colony’s official approval.
The site in Ahata Badan Singh—located near a biscuit factory where the colony is currently being developed—was home to a functioning school two decades ago. Over time, the school ceased operations. An individual subsequently purchased the school building and commenced developing a residential colony on the premises without obtaining the necessary approval from the Municipal Corporation. Just the day prior, the Corporation had similarly halted work and issued notices regarding two other illegal colonies located on Dosanjh Road (in Nanak Nagri) and along the Jalandhar-Barnala Highway.
**This Site, Too, Under Scrutiny**
In Parwana Nagar, a *Balwadi* (preschool) center was previously being operated. The building housing this center was inaugurated by Gurabachan Singh, the then-Deputy Commissioner (DC) of Faridkot (an IAS officer), back when Moga fell under the administrative jurisdiction of the Faridkot district. The commemorative plaque marking this inauguration remains affixed to the exterior of the building to this day; however, residential construction work is currently underway inside the premises. To facilitate this construction, dozens of green plants that had been nurtured within the *Balwadi* premises have been cleared away. Foundation work is currently in progress at the site. **Laws Governing Colony Development**
(As per the Punjab Apartment and Property Regulation Act, 1995; the Punjab Regional and Town Planning Act, 1995; and the Municipal Corporation Building Bye-laws)
* **Mandatory Change of Land Use (CLU):** Before establishing a colony, it is mandatory to obtain a Change of Land Use (CLU) approval. According to the regulations, a CLU is required to develop a residential colony on land previously designated for schools, agriculture, or other specific purposes.
* **Approval of the Master Plan:** The comprehensive layout plan for the entire colony—including roads, parks, sewage systems, etc.—must be officially approved.
* **Developer Licensing:** The developer is required to obtain a valid license from the government.
* **Approval of Infrastructure Plans:** The plans for essential infrastructure—specifically roads, water supply, sewerage, and electricity—must be officially approved.
